If anyone was following the making of Dragonball: Evolution, they might recall the hoopla over the fact that Bulma wasn’t going to have any blue hair, save for a streak. The people behind the film thought that no one would take Emmy Rossum, the actress who played Bulma, seriously with all blue hair. However, everyone else–the fans, and Rossum included–were gung-ho for having Bulma with blue hair. Rossum even showed up on set in a blue wig:

Sure, the wig Rossum had on was just a dime-store wig, but the stylists could’ve come up with a wig that would be both believable and blue. Anyway, the point I’m trying to make is that Katy Perry might be zany and kooky, but people still take her seriously as an entertainer with her electric blue wig.

Perry’s wig isn’t just blue; her wig has different shades of blue, making it look surprisingly natural (you know, if people actually grew blue hair). For Bulma to have blue hair in the movie, all the stylists would really need to find or commission for is a blue wig that has different shades of blue that corresponds to how natural human hair has different shades in certain portions, such as around the scalp and strands throughout the hair. If Perry can walk around in public–without a movie role as a cover-up for strangeness–with a blue wig  and not suffer from anyone writing bad things about her, surely Bulma could’ve had blue hair, even if they had to dye Rossum’s hair to get it right.
